Tom Merkel, a car artist describes the challenges, which he faced for the collection of 1200 cars that are displayed at the Car Garden. California's Department of Motor Vehicles finally created an exemption for the cars as part of an art piece of Merkel and in exchange, Merkel has promised the state that none of the cars or their parts would be sold or moved off the site.
