Speed doesn't kill; bad drivers do

France's strict enforcement of speed limits to prevent road accidents is an exercise in futility. Statistics show that blanket speed limits do not necessarily result in less accidents or fatalities on the road. Rather, it is the behavior of drivers that accounts for such road mishaps.
