Maintainability of first mover advantages when environmental regulations differ between countries
Article Abstract:
Companies in many countries complain of the unfairness of having to compete against foreign rivals facing more lenient environmental regulations. In this article I examine the competitive conditions for firms in such a position. I outline the development of a new pollution-reduction paradigm centered on lowering costs by reducing pollution and, using twelve scenarios of international differences in environmental regulatory regimes faced by first movers and imitators, make propositions on which factors are important to the maintainability of these advantages. Environmental regulation: the Environment Agency proposal
Article Abstract:
UK control of pollution has been piecemeal, administered by the National Rivers Authority, the Department of the Environment and the Ministry of Agriculture, Fisheries and Food. The Environment Protection Act 1990 suggests the establishment of an Environment Agency to consolidate regulation and monitoring. Political debate has prevented its establishment. The study examines the ideal institutional structure and the type of regulations required. The Agency's structure would depend on whether its function is market orientated or command-and-control.
