A methodology for evaluating military systems in a counterproliferation role
Article Abstract:
A decision analysis methodology is developed to determine the contribution of different military systems to the US government's efforts to combat the proliferation of weapons of mass destruction (WMD). The Dept of Defense's counterproliferation campaign has four objectives: to stop the sale and/or delivery of WMDs between countries, to prevent the use of WMDs against US forces and those of its allies, to destroy WMDs if deterrence efforts fail, and to reduce the military effectiveness of WMDs. The evaluation methodology presented focuses on the type of the system being assessed, its offensive capabilities, its defensive capabilities, its intelligence capabilities, its cost and the level of technology required for its production. An influence diagram model representing military activities in the counterproliferation process is demonstrated in an evaluation of nine Air Force systems.

Minimizing resource availability costs in time-limited project networks
Article Abstract:
An optimization problem is considered that involves the reduction of the costs of renewable resource availability in an activity-on-the node project constrained by a project deadline. A solution to this resource availability resource cost problem (RACP) is developed. This methodology is based on an iterative application of the branch-and-bound approach previously formulated for another type of optimization problem, the resource-constrained project scheduling problem. Computational results show that the new procedure is better than the Mohring methodology which is the only known solution to the RACP. It is also found to be less affected by the changes in the cost cluster for the availability of resources.
