A note on testing for skewness persistence
Article Abstract:
The tests of skewness persistence examined by Muralidhar (1993) are considered. These tests are Muralidhar's own technique, which is based on Efron's (1979) bootstrap method, and the test proposed by Lau, Wingender and Lau (LWL)(1989). Based on the results of Monte Carlo simulation experiments comparing the two tests, Muralidhar has concluded that his own procedure is superior to the LWL approach for the gamma and the log-normal populations. An analysis is conducted to examine the Type I error levels achieved by the two methods. Results show that they both have higher Type I error levels than desired. An alternative testing procedure is proposed that does not exceed the prescribed Type I error levels. The performance of this new testing method for long-normal distributions is evaluated.

Note: an economic analysis of IS budgets
Article Abstract:
A model of production of information services is developed to provide an empirical evaluation of budget data for information systems (IS) as regards the efficient production of information services. In particular, the economies of scale involved in the provision of information services as well as the distribution of the IS budget to hardware and personnel are studies. The validity of this model is tested using a survey of IS managers from Fortune 500 corporations. Results show that the provision of information services is characterized by the absence of scale economies. In addition, the size of the IS organization does not influence the optimal ratio of hardware to personnel.
