Wages of workers are stagnant, but fringe benefits now constitute 40% of overall compensation, as opposed to 17% in 1955. Also, inflation figures may be inflated, thus skewing statistics. The Consumer Price Index, productivity and other factors are discussed.

The balanced federal budget is expected to yield surpluses of billions of dollars that will continue to grow up to the year 2008. Both political and business leaders are emboldened by the opportunities that will be afforded by the budget surpluses.
