Calling overseas may get cheaper; FCC moves to cut the rates carriers pay to each other
Article Abstract:
The FCC has established a new set of regulations for overseas telecommunications fees paid by US phone companies to foreign carriers. The new regulations were designed to increase competition in global telecommunications market, as well as keep more American dollars within the country. The largest result of the new regulations may be a lowering of average American consumer's phone bill. The foreign carriers are critical of the FCC's regulations and claim the US was out of its jurisdiction. The plan was also questioned as a possible violation of the global communications deal adopted by the World Trade Organization. The new regulations will have the least effective on overseas routes that are highly competitive, such as New York to London.

Stymied, SBC seeks to void portion of law
Article Abstract:
SBC Communications has filed a law suit against the Federal Government, claiming that a large portion of the Telecommunications Act of 1996 is unconstitutional because it keeps regional Bells out of the long-distance telecommunications market. SBC has been joined by five other Bell companies which object to the law because it requires them to open up their local monopolies to rivals. Lawyers speculate that the Bells will not be successful in overturning the law, because of the consent decree they signed in 1982, which gives the Government the right to place regulations on them. SBC has been accused by its competitors of attempting to create road blocks to prohibit the open market.
