An optimization based heuristic for political districting
Article Abstract:
A nonpolitical approach to redistricting, which is defined as the changing of congressional district boundaries within states, is presented. An optimization based heuristic that considers standard characteristics is developed to arrive at a districting method that ensures population equality and contiguous and compact districts, and retention of jurisdictional boundaries. The problem is modeled as a constrained graph partitioning problem and a specialized branch-and-price based solution methodology was formulated for the problem. Because it ignores political data, this procedure avoids gerrymandering although additional constraints that can ensure minority representation are possible, allowing for the evaluation of the consequent degradation in other desired characteristics.

The development of cash flow weight procedures for maximizing the net present value of a project
Article Abstract:
Heuristic methods are derived to come up with enhanced results that maximizes net present value in the presence of constraint limitations. The derived method rate activities are based on cumulative cash flow and use multipass shifting algorithms in looking for the best possible assignment strategy. Analysis of the heuristic method shows that it compares favorably with similar methods that also use cash flow weighting procedures.
