Arafat's operators; unlikely Paris duo advises Palestinians on development deals; mixed-up Gaza phone plans stir anger and confusion over outsiders' power; AT&T gets busy signals
Article Abstract:
The Palestinian National Authority (PNA), controlled by Yasser Arafat, has awarded exclusive rights to develop a new telephone service for the Gaza Strip and West Bank to mysterious International Technologies Integration Inc (ITI), but several other companies also claim to have telephone contracts. The contract awards ITI the right to construct and operate local and long-distance telephone services for 25 years. The company is exempted from taxes and duties, and any funds made available to the PNA for telecommunications would be given to ITI. Gabriel Banon and Pierre Rizk, two unlikely, non-Palestinian advisors to Arafat, are inexplicably involved in the unusual award. Other telecommunications companies including AT and T and MCI have expressed interest in the potentially $200 million market.
