Bellcore to demonstrate system for delivering movies by phone

Bellcore, the research arm of the Bell regional telephone companies, plans to demonstrate a way for telephone customers to get VCR-quality programs and movies over telephone lines. A customer will be able to pause, reverse and speed up the picture with a remote-control device. The regional Bells are barred by government regulation from owning cable systems within their service areas, but were recently given permission to set up services that carry others' video programs. The phone companies can also own as much as one-twentieth of a program producer. In the Bellcore system, the requested movie is digitally transmitted over fiber optic lines to a neighborhood telephone switching center, where the signal is slowed down for transmission over residential copper wires. Phone companies could begin testing the new service as early as 1993.

Scientists at Bell Communications Research Corp are developing technology that may replace telephone operators with a computer capable of voice recognition. Bellcore's Orator text-to-voice synthesis software differs from present-day directory assistant voices, which rely on recordings of full numbers or words, in producing tiny fragments of speech called demisyllables. This sophisticated capability might allow Orator to read electronic-mail messages or announce who is calling before a phone is answered. For telephone companies, the savings from voice-recognition technology could be immense. Bellcore, which performs research for the seven Bell regional telephone companies, is currently giving the voice recognition and synthesis system a yearlong test.
