Article Abstract:
Digital technology has raised questions about the balance of copyright laws. Digitization has the ability to both suppress and boost access to copyright material, and how legislation reinforces these effects can alter the basis of the original copyright arrangement. There must be effective intellectual property rights, but public access must also be protected.
