Article Abstract:
Regional transmission organizations (RTOs) in the US are being required to improve reliability and act independently of market forces by the Federal Energy Regulatory Commission under FERC Order 2000, and electric utilities are encouraged to join an RTO but not be allowed to dominate it. Nuclear power plants are no longer competitive and many are being sold off by utilities at a fraction of their value. Investors should choose utility stocks with good operating records, low-cost generation capacity, and strong finances.

Legislation allowing for retail competition between electric utilities has been enacted by both Texas and Ohio with rate reductions mandated in both states and stranded costs provided for in Texas. Merger activity has also increased for utilities in the central region of the US due to increased competition, as well. The rapid changes in the electric utility industry necessitate that investors be selective when evaluating these stocks for purchase.

Article Abstract:
Many US electric utilities have sought economic opportunities abroad due to rate freezes and reductions, as well as slow sales growth, at home, and have made acquisitions overseas. Nuclear facilities have also become a problem for many utilities as they cannot generate electricity efficiently or economically with rate competition and possible accidents. Investors need to be selective before making commitments with these stocks.
