Article Abstract:
Various utility regulatory commissions in the Eastern states are asking for opinions and information regarding competition and rates. This follows the lead of California which has mandated restructuring to lower rates there. The results have been divergent, reflecting different needs in different states. These issues are not timely due to a changing environment and investors need to evaluate utility finances before stock purchases.

The California Public Utilities Commission is requesting electric utilities to submit plans to lower rates in California or establish an electric power pool. The pool, which must be approved by the legislature and perhaps by the Federal Energy Regulatory Commission, will impact Eastern utilities. These stocks, which pay high dividends, have outperformed the market, but need to be carefully evaluated by investors.
