Article Abstract:
Many of the eastern region states have passed law to stimulate competition among the electric utilities in their area and to reduce rates, thus creating a new way for the utilities to do business but probably impacting dividend increases and earnings. Pennsylvania's new restructuring law and New Jersey's deregulation plan offer some opportunities for utilities for cost recoupment but a low Timeliness rating for eastern region electric utilities should deter investment.

Most electric utility stocks in the eastern US are expected to be unwise investments because of the changing regulatory environment. Retail choice will become an option for New Hampshire residents on Jan 1, 1998. Low utility rates and a strong financial standing will be required as earnings grow slowly and dividends also grow slowly.
