Federal budget: stopgap bill averts federal shutdown

Pres. Bill Clinton signed a continuing resolution on Sep 20, 1995 which provides funds to run the government through the first 44 days of fiscal 1996 starting Oct 1, 1995. The details of the resolution are discussed. It provides for lower spending for any appropriation not agreed to by Congress.

Clinton vetoes '96 legislative spending
Article Abstract:
Clinton's veto was seen as a gesture to show disapproval of Congress agreeing on its own appropriation while the national budget is not yet settled. Clinton warned early in the summer of 1995 that he would veto the bill if Congress did not send more essential ones to him first.
