Tax increases are expected to be small, numerous and widely distributed. Lobbyists urge a veto of any appropriation bill which does not have accompanying budget reductions. Real estate depreciation rates, taxation of employee benefits, business expenses and accounting rules for pension plans are the major tax controversies. Tax cuts may be realized in research and development, by firms in depressed urban areas, capital-gains holding periods and Eurodollar investments.
