Modelling effectiveness-equity trade-offs in public service delivery systems
Article Abstract:
Attaining distributional equity is one of the key goals in making decisions in the public sector and decisions about the delivery of public services, including educational, library, sanitation, and public safety services. Public service organizations can use two bicriteria mathematical programming models to identify the trade-offs between effectiveness and equity due to various allocations of resources of different sites. The models are more effective than previous models because they use a measure of equity that is compatible with standards in equity research.

The Customer Contact Model for Organization Design
Article Abstract:
Closed system models of organizations have been replaced by open system models. Open models allow uncertainty due to the organizational environment. A customer contact model specifies how to decouple and regroup organizational subunits depending on customer contact. The model holds that service systems should be viewed as falling along a continuum from high customer contact to low contact during the creation of the service product. A block diagram shows manufacturing and service models.
