Persuading firms to stay in the fold
Article Abstract:
Many states are making efforts to keep businesses from moving or expanding to another state. For example, Pennsylvania offered Ward Manufacturing Co $5.75 million in incentives, including job training and infrastructure work, to stay in the state. This and other examples are discussed.

President Clinton should not block GOP budget plan
Article Abstract:
The President and Congress will have to install compromise measures to have a budget by the start of the fiscal year, Oct 1, 1995, but the GOP's seven-year budget-balancing plan should not be impeded. Pres Clinton would be irresponsible to oppose the Nov 1994 election mandate.
