Court revives an old petrochemical dream

A feasibility study is under way for building a large petrochemical plant on the west coast of Western Australia, although a similar plan failed in the 1980s. Planners forecast a $2-billion plant plus the same amount for equipment. Shell Chemicals and Dow Chemical Co. have been approved to participate in the scheme.
