Structural and organizational issues in patient safety: a comparison of health care to other high-hazard industries
Article Abstract:
Two theories are applied to the health care services industry, the normal accidents theory and the high reliability organization theory, to analyze patient safety and the occurrence of medical errors. Issues raised include the efficacy of voluntary reporting, establishing safety goals, the role of centralization in efficiency, and the relevance of training to actual practice.

The president and the power of the purchaser: consumer protection and managed care in the United States

The government's role as a health care buyer is analyzed, particularly on the president's ability to regulate manage care through consumer advocacy. Since the federal government becomes a public purchaser, consumer protections by extension can apply, affecting the development of health care and insurance options.
