Treasury to slow government borrowing

Treasury Sec Robert E Rubin announced on Oct 17, 1995, that the government would reduce the number of Treasury bills being offered for sale in order to avoid default. The decision came amid a budget dispute between the Republicans in Congress and Pres Clinton over a debt ceiling increase.

President signs third stopgap measure
