The cost of becoming a user of the World Wide Web is dictated by the requirements of the user. On the hardware end, a user with conservative needs can rely on a 486-based PC and low-cost modem and printer equipment. On the other hand, users who desire to access Web sites featuring animation or sophisticated graphics will require a Pentium-based multimedia PC, which costs between $2,500 and $3,000, as well as a fast modem capable of 28.8 Kbps transmission speeds, which costs about $200. Other hardware selection decisions include the type of monitor and printer utilized, which can drive the cost of the system into the $6,000 range. Another decision relates to Internet service provider, as various local and national services, as well as those offered by online information vendors and telephone companies, are available. The choice of a Web browser involves a decision to use Netscape Navigator or Microsoft's Internet Explorer. Additional add-on software packages can also influence overall access costs.

The model: a New Jersey school district gets a technology makeover, and the results are astounding

Internet technology is helping the Union City, NJ, school district improve its test scores. A new curriculum and classrooms, which feature Internet-connected computers and interactive television, provide extra tools for students to pursue projects. The Union City district includes a large percentage of Latino immigrant families that frequently do not speak English at home. Its 9,044 students share about 3,000 computers among 11 schools. New Jersey threatened to take over the district in 1989, but Union City officials say the district now scores about twice as high as other state inner-city counterparts. Users can access a district network to send student e-mail messages, share drafts of projects for editing of student group projects and to coordinate lesson plans. The technology change started with Bell Atlantic's 1992 Interactive Multimedia Education Trial, or Project Explore, which connected the homes of all seventh-grade students and teachers with one school's classroom computers.

Internet users will soon find that it will easier to go online thanks to new services and products that will make Internet commerce safer and make it easier to install software. One of the biggest challenges is selecting the right ISP, and now Microsoft Internet Explorer provides a way to automatically contact the Explorer Referral Service, which lists all ISPs in a user's area. Another challenge with Internet access is slow phone lines, but now users can access ISDN, as well as ADSL, which is a high-tech phone line that can download data more quickly than even ISDN. Many users have been frustrated by utilizing URLs, and now both Netscape and Microsoft are working on techniques for reducing the chance of making errors when typing in URLs. A very time-consuming task that should get easier is checking sites to see if they have been updated because users will soon be able to use the most common browsers to check for additions and enhancements to sites.
