Future economic growth in China will depend upon entrepreneurs and private companies gaining access to capital. Indications that the Chinese government is urging state banks to lend to private businesses, and may soon allow the existence of private banks (which show greater fiscal responsibility in loan practices than state banks) are encouraging.

Reloading a patronage machine?
Article Abstract:
State-owned Bank Bumiputra Malaysia Bhd was established in 1966 to provide credit to the bumiputras or indigenous Malaysians in rural areas. However, the bank's success in achieving this goal remains unknown since much of its operations are unregulated. In Mar 1999, Bank Bumi became bankrupt for the fourth time since 1986. And again, the government announced plans to take over the banks's nonperforming loans which will cost about $1.58 billion. It is also believed that the bank is a patronage machine controlled by Prime Minister Mahathir's United Malays National Organization.
