A cautious comeback for Brazil's Cardoso

Brazil's president Fernando Henrique Cardoso has seen a rise in ratings in public opinion polls as the economy starts to recover. Cardoso is seeking to reform the public sector, and has made some progress. The government still has to cut inflation so that interest rates can come down, and needs to control public spending, in line with an agreement with the International Monetary Fund (IMF). Economic recovery has been helped by exports rather than consumption, and consumers are affected by debt and lack of credit, so may not be enthusiastic about Cardoso.

Brazil is tightening fiscal policy in order to comply with International Monetary Fund (IMF) conditions for aid. Rises in taxation and cuts in spending will bring a recession, though growth may follow. Meanwhile, the government has been affected by the resignatio of the communications minister, and ministers in charge of foreign trade policy and day-to-day privatization affairs, as well as the National Development Bank head. The privatization program could be affected, as could foreign investment linked to privatization.
