A look at Quebec's Caisse de Depot

In a recent Council paper, James E. Pesando, economist with the University of Toronto, looks at the investment activities of the Caisse de Depot et Placement du Quebec (Caisse) and the Alberta Heritage Fund. Pesando indicates that Caisse objectives are to support Quebec's economic development and to make profitable investments. Their investments are concentrated in a small number of companies, and their investment performance does not match stock market trends, indicating a higher investment risk. At the Alberta Heritage Fund, the objectives are not related to investment returns or management influence. Their goal is diversification of their holdings.

Cambodia's economic fundamentals seem to be in place for a healthy economy despite a host of political and natural disasters. Its exchange rate is stable at 2300 riels to the dollar, GDP growth should reach 7% in 1995 and inflation was 7.1% in Apr 1995, year-on-year. Entrance to ASEAN as an observer, continued support from international aid donors, and likely US approval of most-favored-nation status will also help. Foreign aid remains critical, especially to control the current-account deficit.
