A moral quagmire
Article Abstract:
With the end of the cold war, the US is sorting out what its role should be in world affairs. The situation in Bosnia-Herzegovina is providing a test case for the US, which is tiring of its role as world policeman. Questions about what may be the best policy to pursue in the region are tinged by a lack of will.

Article Abstract:
Senator Jesse Helms has wielded much influence as chairman of the Senate foreign relations committee, and some of the influence has not been to the benefit of the US. Relations with Colombia have faltered as Helms led to way for the country to be decertified. Other examples are listed.
