A new Republican heartland

Californians have migrated to states round the Rocky mountains, and this has changed the inland West, which has become more like California used to be, while California has changed with the immigration of Latinos. Latinos account for 30% of California's population, and they are starting to vote in larger numbers, undermining support for Republicans. The rate of population and job creation growth in six of the eight inland states in the West is among the top 10 in the US. There is support for the Republican Party among these immigrants, especially on issues such as regulations and taxes, though some immigrants are more tolerant on certain social issues, including immigration.

Christian Coalition executive director, Randy Tate, has increased membership of the organization to over 2 million from 1.9 million. He has put pressure on Congress over certain issues such as the tax treatment of married couples. The impact of activists could be important in polls at a time of prosperity. The Family Research Council's Gary Bauer has received publicity, and Bauer is less concerned about unity in the Republican party than is Tate. A rise in influence for hardliners could divide the Republicans.

Newt Gingrich has resigned as speaker from the House of Representatives in a move that is presented as seeking to enourage unity in the Republican party. This follows setbacks for Republicans in the Nov 1998 mid-term elections, though the party still holds control of the Senate and House. Bob Livingston is likely to replace Gingrich after elections on Nov 18 1998. There could still be deep wounds within the party, and there are divisions between the moderates and the ideologues.
