A positive vote for the the ratification of the Maastricht treaty and budget troubles has caused Greek Prime Minister Constantine Mitsotakis to form a new government. The appointment of Stefanos Manos as the new finance minister, in addition to his duties as economy minister should help improve the budget.

Costas Simitis, Greece's cautious helmsman

Greek prime minister, Costas Simitis, is from the Panhellenic Socialist Movement and is seen as steady. He has helped to improve relations with Turkey. There is concern as to whether he will be abel to carry out economic reform, due to the small size of his majority and his history of procrastination.
