A new look at a social curse
Article Abstract:
Economic Council of Canada senior economist Brian Powell, the research director for the Council's study of poverty, believes that the study will provide new insight into Canadian poverty. Powell states that the three objectives of the study are: to understand the causes and nature of poverty; to understand how social programs impact upon poor people; and to estimate the costs of various programs to alleviate poverty. Powell says the research will investigate head-counts of poor people, the depth of poverty of subgroups, and the duration of poverty and factors that change family circumstances. Using a longitudinal database and computer modelling, the study will assess how government programs could effect individual poor peoples' decisions to work or seek training and how the system impacts on various issues, including: women and poverty; the working poor; and the children of poverty.

The Economic Council of Canada calls on Canadians to assess the constitutional options of the region from an economic perspective. Through the Council's 28th Annual Review, 'A Joint Venture,' Canadians are made to focus on the improvement of the standard of living and the government's role in economic development as measures in deciding on the constitutional fate of Canada. Creating the wealth necessary to increase the standard of living of Canadians calls for enhancing productivity and encouraging industrial R&D. A closer coordination of economic policies between the federal government and the provinces in the event of decentralization can facilitate better trade relations between provinces.
