Political forces in the Indian state of Bihar have come to depend on gangsters and criminals to promote their objectives. Criminals are used to terrorize polling places, to rig ballot boxes and to frighten or abduct rivals. As payment for their services, criminals are given public-works contracts without bidding. These approved projects have amplified costs and specifications. The high economic cost of corruption is reflected in the state's low economic growth rate and in its literacy rate that is much lower than the national average.

Research and development of new products is important for Zhang's hopes of expansion overseas.

Paan making is an art according to paanwallahs and some families have been in this profession for generations.
