A tangled web; Guangdong officials linked to Shell case
Article Abstract:
The proposed joint venture Nanhai petroleum refinery planned by Shell Petroleum Company Ltd in China's Guangdong province is in danger of being called off because of a growing Chinese political corruption scandal. The Dutch company fears for the safety of its employee Xu Yichun who has been imprisoned by the Beijing government on suspicion of passing secrets to her employer. Industry sources report that two senior Chinese officials in Guangdong have been investigated for transferring secret documents on environmental standards to the project's Chinese partner China National Offshore Oil Corp.

A spanner in the works; Shell's Huizhou refinery may be in big trouble after all
Article Abstract:
The long-planned development of a $6 billion petroleum refinery to be built by the Anglo-Dutch Shell group near Huizhou, China appears to be in serious jeopardy. Shell's government relations manager in Beijing, Xu Yichan, was detained by Chinese officials in Feb 1996 on suspicion of obtaining state secrets for Shell that were related to the refinery. The disclosure that Xu was formerly a reporter with the official Xinhua Chinese news agency has brought progress on the refinery to a halt. As a Xinhua reporter, Xu had access to senior Chinese government officials connected with the project.

Take a detour: subway planners in Asia avoid Taipei's debacle
Article Abstract:
The disastrous delays and inefficiencies that plagued Taipei's subway construction project are being carefully avoided by other Asian planners. Taipei had divided large contracts into many small deals and put local government in charge of coordination. The project is expected to open three years late, in 2006, and 60% above estimated cost. Other city planners in Bangkok, Kaohsiung, and Shanghai are placing responsibility for complex projects with one company or consortium.
