A tiger by the tail
Article Abstract:
The Democratic Party performed well in the US elections of Nov 3 1998 and won governorships in South Carolina and Alabama, as well as winning five new seats in the House of Representatives and maintaining Senate numbers. The Republicans still maintain control of the House and a majority of governors. The Democrats can argue that impeachment is against the will of the people, but the impeachment process has started, so has to continue. A plea bargain is one solution, if President Bill Clinton is prepared to accept it.

The people get it right, on the whole
Article Abstract:
Liberals tend to dominate citizen-initiated referendums in the US, though some Republican measures are also passed, and others do not relate to ideology. Labor unions have performed well, and were able to prevent a Californian measure seeking to curtail their freedom. There has been a drop in citizen-initiated referendums since 1994, though a higher proportion is being passed. Court challenges have also been mounted to seek to overturn initiatives.
