A wimp of a budget

George Bush's proposed budget, announced on Jan 29, 1992, is riddled with gimmickry. In particular, the early refund/tax withholding measure, the 90-day moratorium on regulation, and the real estate tax breaks contained in the budget are merely short-term measures.

Article Abstract:
An analysis of the history of the budget deficit shows that despite politicians' claims at efforts to reduce the deficit, it will likely grow. Congress has repeatedly budgeted items that are reduced by discretionary caps instead of actual reductions.
