AUSTRIA: BOTTLE RECYCLING RULES TO BE RELAXED
Article Abstract:
Austria's environment minister Wilhelm Molterer has announced that from the beginning of year 2001 80% of all types of drink packaging (mineral water, fruit juice, milk and wine) has to be recycled, i.e. re-used or incinerated for energy production. According to current regulations, the minimum recycling rate for mineral water packaging is 96%, but no more than 70-75% of the packaging is recovered for recycling. Also the 94% recovery rate for beer packaging is not reached. Since 1997, the share of multi-trip packaging in the Austrian drinks market has fallen from 90% to 50%. The present amendment to the drinks decree is to raise the rate to 80% in year 2001. Another change to the drinks decree entails that in future the recycling rate is not calculated in terms of content volume but in packaging weight. Austrian industry has announced commitment to support the country's established multi-trip drink packaging systems. The material recycling rate of PET packaging is to be raised to 50% by 2004 from 30% at present. The retail groups Adeg and Spar reject the introduction of PET bottles in the whole of Austria, although Spar is already testing PET bottles for beer in a regional project. Adeg is planning a similar test. Meanwhile Billa rejects beer in PET bottles. The relaxation of the recycling rules is criticised by the Green party and Greenpeace.
