Economic outlooks vary for the different African nations. Political factors are important in some North African countries. Progress concerning the trial of Libyans suspected of bombing airliners has led to the lifting of United Nations sanctions on Libya, for example. Relations with the International Monetary Fund (IMF) are important in Sub-Saharan Africa. The IMF may resume funding for Kenya, which would give the economy a boost, but the Zimbabwean government may sever ties with the IMF following the IMF reaction to government policy. South Africa looks set to resume economic growth in 1999.

Sub-Saharan Africa has been affected by hostilities between Eritrea and Ethiopia, and political uncertainty in West Africa. Fiscal deficits are also a problem for many countries, as is a drop in commodity prices. South Africa has seen a drop in the value of the South African rand from May 1998, though the rand has since partially recovered. Higher interest rates and greater inflationary pressure are likely to result from the rand's fall. Meanwhile trade agreements are being negotiated between some countries in North Africa and the European Union.
