After Cardoso's big day

President Fernando Henrique Cardoso has been re-elected in Brazil, and plans to reduce the budget deficit, which is necessary if support is to be gained from the International Monetary Fund (IMF). Government spending will be reduced and taxes increased, and Congress will have to cooperate if the plan is to succeed, as will state governors. The new Congress sits in Feb 1999, and the outgoing Congress will have to tackle much of the fiscal task. The president will be able to offer jobs, and the problems have to be tackled due to the financial position of Brazil.

Fernando Henrique Cardoso, president of Brazil, has to improve the stability of the economy which involves tight fiscal policy. This could help strengthen the economy when it recovers from recession. The government faces problems due to a poor relationship with Congress, which has hampered passing measures needed to strengthen the economy. A new Congress was elected in Oct 1998 and it will begin operating in Feb 1999. Relations could improve, but the government also faces deadlines from the International Monetary Fund.

Can Cardoso use financial chaos to reform Brazil?
Article Abstract:
Brazil has been hit by a flight from emerging markets which has led to a rise in interest rates. The country's economic problems mean that the president, Fernando Henrique Cardoso, will be hampered in his efforts for social provision, and he cannot rely on financial investors from abroad to help the Brazilian economy. Brazil needs to tackle fiscal reform, and the financial crisis may prove a spur to action. There is also a need for Cardoso to provide political leadership.
