Mobutu has been ill since undergoing cancer surgery, and his absence will likely cause the disintegration of Zaire. He governed the country like a monarch above the law and alienated Western allies. The provinces of Kasai and Shaba will probably secede from Zaire.

Zaire's High Council charged Mobutu with treason but when the country's Supreme Court hears the case a definitive decision against the president is unlikely. Mobutu has ruled since 1965 but reforms are leading the public to question his power.
