Lithuania is badly in need of swift economic and bureaucratic reforms, but its new prime minister, Algirdas Brazauskas, may not be the right person to carry out these reforms. A former Communist leader, Brazauskas is an experienced politician, but he seems to lack modern political skills.

There are 28 political parties competing for 141 parliamentary seats in Lithuania's Oct 20, 1996, election. It is likely that the ruling Democratic Labour Party, which has been tainted by a banking scandal, will be ousted by a coalition of Homeland Union and Christian Democrats.

Lithuania gave communists a majority in parliament and ousted the nationalists, because of discontent over a failing economy. All of the Baltic States have reacted to falling trade with strict monetary and fiscal policies.
