Article Abstract:
City authorities in Shanghai, China, are striving to make the city a significant cultural hub. However, many of those involved in the arts have reservations about these efforts. They feel that the interesting artistic opportunities are in Beijing, China, rather than in Shanghai, and that the city has lost the creative atmosphere for which it was once famous. Artistic work undertaken in Shanghai is usually cautious and traditional, whereas many innovative performances take place in Beijing.

Collective empowerment
Article Abstract:
Industries operated by collectives in China are a great competitive threat to China's state-run enterprises. These collectives' contribution to China's economy grew from 22% in 1978 to 37% in 1995. An entrepreneurial spirit sustains these collectives to growth and competitiveness.
