Attritional politics: Ramos looks for ways to end communist rebellion
Article Abstract:
Philippine Pres Fidel V. Ramos have made peace initiatives to endcommunist rebellion in the country. One such initiative is the formation of theNational Unification Commission (NUC). The NUC is tasked with the responsibility of carrying out a comprehensive national reconciliation program through general amnesty and peace process. A politically impartial and former Commission on Elections member Haydee Yorac was appointed to head the commission and represent the government in peace negotiations not only with communist rebels but also with rebel soldiers. Part of the effect of the initiative is the gradual division and attrition of the rebel organizations.

Going solo: return to single-chamber legislature mooted
Article Abstract:
The Philippine House of Representatives, with the approval of Pres Fidel Ramos, has begun work on a proposal to replace the country's current bicameral national legislature with a unicameral parliament. A May 20, 1993 House resolution calls for the House and Senate to examine amending the 1986 constitution to set up the single-chamber legislature. However, the Senate's political independence, and accusations that the plan is merely Ramos' scheme for extending his government beyond 1998, may derail the proposal.

A life for a life: demand to bring back the death penalty grows
Article Abstract:
Philippines Pres Fidel Ramos has called for a restoration of the death penalty following the murders of two university students in the town of Calauan. Two of the mayor's bodyguards and three policemen in Calauan are strongly implicated, and the mayor has been suspended and is being investigated for political corruption. The case is symptomatic of the problems caused by the existence of private armies, police involvement in criminal activities and growing political corruption.
