Bailout blues

A plan by Japan's Ministry of Finance and senior bankers intended to decrease the problem real estate loans held by banks has not gotten off the ground. The plan invloves the establishment of a quasi-public company which would buy property held by banks as collateral against non-performing loans to help troubled lenders by letting them write off loans and to generate liquidity in the real estate market. Lack of public support hindered the original taxpayer-funded project and so the banks have to depend on their own resources.

Article Abstract:
The Yen 10.7 trillion economic-recovery plan presented by the Japanese government on 28 Aug, 1992, has helped revive the stock market. Analysts, however, say that the stock market will not continue to rise and that proposals relating to bank reforms have not been clearly spelt out in the package. The Bank of Japan will have to reduce its discount rate and a supplementary budget will have to be approved by Parliament before the rescue package starts having a major effect.

Article Abstract:
Japan's Ministry of Finance wants to sell 500,000 shares of Nippon Denshin Denwa KK (NTT) valued at 753,000 yen per share. The ministry also plans to sell 660,000 Japan Tobacco Inc shares at 418,200 yen each. The proposed public offering, part of NTT's five-year program to sell 2.5 million shares, is hampered by depressed stockmarket conditions.
