Article Abstract:
The US Senate has decided against ratification of the Comprehensive Test Ban Treaty in a move which has serious implications for US foreign policy. Some senators saw the issue as a personal one to do with their relations with President Bill Clinton, rather than considering the wider issues. The treaty was signed by Clinton in 1996, and he has given it little support in the form of lobbying since then. There is concern at an increase in isolationism in the US. European leaders had asked for the treaty to be ratified to show that the US took arms control seriously.

Article Abstract:
Insistence on strict monitoring, Chinese desires for exceptions, and India's desire for a weapons ban could derail the test ban treaty. The test ban should be strict and universal, and is a necessary element in progressively more extensive arms-control talks.
