Bank rules in disarray

The planned reform of the Basle Accord on capital adequacy has encountered obstacles in that there are disagreements on how banks should measure risks involved in the loans they make. The major banks want to use in-house models, but the Basle committee is concerned that the models may not have been in use for long enough to have been tested sufficiently. Rating agencies oppose a proposal to use their ratings to measure risk, and they are concerned that competition will mean that companies seek the best risk rating on offer.
