Bargaining over tech change
Article Abstract:
The Economic Council of Canada sponsored research into the negative effects of technological change on Canadian workers. Some 1,000 collective bargaining agreements were examined for firms employing 500 or more workers in four jurisdictions: federal, Manitoba, Saskatchewan, and British Columbia. Results indicate that technological change clauses are infrequent in Canadian contracts, and that their incidence has not increased much since the early 1970s, when federal and provincial legislation in this area was introduced. It is suggested that collective bargaining in Canada has not adjusted very well to technological change issues. Over half of Canadian workers are not unionized, leaving them without formal technological change protection. Many unionized public-sector workers are not allowed to bargain over this issue. Joint labor-management committees are recommended.
