Inkatha Freedom Party leader Mangosuthu Buthelezi, potentate of KwaZulu, has banded with other homeland leaders and the rightist Conservative Party to form the Concerned South Africans Group. Buthelezi could cause problems if the African National Congress wins elections in Natal.

Buthelezi has implied that he will depose Goodwill Zwelithini if the Zulu king does not make plans by mid-May, 1995, to restore the Zulu kingdom. Deposing the king would enable Zulu chiefs, Buthelezi's supporters, to avoid local government elections planned for Nov 1995.

The Inkatha must be incorporated into a settlement about the structure of South African government but the African National Congress must not make too many concessions. The Inkatha leaders will accept an agreement in which most of their jobs and privileges are secured.
