Behind democracy's facade

The power of former communists and other members of the nomenklatura has remained strong in Eastern Europe, despite the transition toward democracy. Many ex-communists have held onto a measure of political legitimacy by embracing nationalism, some to the point of exploiting ethnic conflicts.

Eastern Europe's liberation from Soviet domination was as startling as it was swift. The loss of the will or ability by the Soviet Union to impose communism in Eastern Europe was mostly responsible, but communism's absence does not necessarily mean democracy will flourish.
