Big city blues
Article Abstract:
The growth of cities creates a number of problems. The spread of urban areas lessens the benefits of economic concentration and compels residents to spend more time commuting between home, work and leisure destinations. Furthermore, traffic congestion, pollution and increasing costs become serious problems. Urban sprawl also cause distortions in regional economies and rifts between urban and rural areas. These problems of cities become national problems in countries whose economies are centered on their capitals, such as London and Paris. German cities are less prone to the more serious problems common to large metropolitan areas mainly because of West Germany's policy of economic decentralization and support for urban planning.

Agent of the state
Article Abstract:
The Treuhandanstalt is a public trust agency that was set up by the former East German communist government to implement the privatization of East German businesses. Since the reunification of Germany, it has been a part of the finance ministry of the Federal Republic of Germany. By the end of 1990, it had sold only 30 to 50 companies for 1 billion deutschmarks (Dm). The slow pace has picked up since reunification, which has seen bureaucrats from the West become involved in operations. In January, the Treuhand announced the privatization of 450 companies for Dm 2.5 billion, which leaves 200,000 jobs in east Germany secure.

Such a policy is necessary to revitalize the region's economy and to foster Community spirit. The Transport 2000 Plus group was created to address this issue and offer solutions. Their recommendations include promotion and improvement of public transport, creation of an integrated rail network, enhanced competition in aviation, and tighter environmental controls.
