Brainstorming rescue plan for Channel Tunnel Rail Link deal
Article Abstract:
After four years of delayed construction due to funding problems, London Continental Railways Ltd. and the British government are making arrangements to get the London to Channel Tunnel Rail Link construction back on track. The new arrangements involve a public private partnership structure that transfers much of the risk to the private structure. Under the revised plan, the line is to be built in two phases, the first to be completed in 2003 and the second to be completed in 2007. Railtrack will acquire phase 1 and take on the construction and completion risk. and LCR have agreed a target cost for Phase 1 of L1.7bn and a target cost for Phase 2 of L2.5bn. Railtrack will purchase Phase 1, and, if it exercises its option, Phase 2, for the actual cost of construction.

Latin America embraces sales
Article Abstract:
Renegotiations of concession contracts for privatized rail roads in Latin America have made investors wary of future privatization contracts. However, despite the problems, including the inability of new owners to meet investment targets, Latin America is still welcoming the money the sales bring, capital receipts of billions of dollars.

Operators interested in Via Rail split
Article Abstract:
If Transport Minister David Collenette is able to tender the services, Canadian passenger rail company Via Rail could be auctioned off to private operators by the end of the year. The railway needs around C$1billion to update its equipment and infrastructure, and the federal government is now paying only C$200m in subsidies each year.
