Brazil's sputtering steamroller
Article Abstract:
The pace of reform of the government of Fernando Henrique Cardoso in Brazil slowed in mid 1999, but appears to have reveived again due to a crisis relating to pension reform. A Supreme Court ruling against government pension reform endangered an agreement with the International Monetary Fund. The lower house has since approved measures to tackle the deficit in a private sector pnesion scheme, and Senate has passed a measure that undermines the Supreme Court's ability to rule that new taxes do not fit in with the constitution.

Article Abstract:
The United Kingdom Child Support Agency was set up with the aim of ensuring that parents paid more for the upkeep of children thorough increasing payment levels from absent fathers. The government aims to allow mothers to retain more of fathers' payments before their social security is affected, though this could affect a drive to cut numbers of teenage mothers who do not marry. The government also aims to simplify the system for calculating payments, though this could discourage some fathers from working.

Governments have tended to provide income security, redistributing welath as well as tackling the problem of moral hazard. Private sector provision is becoming more common in some areas, such as disability insurance in the Netherlands. Private sector companies can help the unemployed to find work. Lockheed Martin has set up an agency that finds employment for welfare recipients. The public employment service in Australia was privatized in early 1998.
