Article Abstract:
The Catholic population of Northern Ireland is now at 43% and there should be a Catholic majority there within 20 years. It is hoped that their growing numbers will encourage Catholics to abandon their support of the IRA and put more faith in the political process.

Recent unrest in Ulster shows that Britain and Ireland cannot count on the cooperation of Northern Ireland politicians to achieve a lasting peace there. A detailed plan, already formulated in 1994, should be put directly to Northern Ireland voters.
